The Governor of Duhok Highlights: The Situation in Sinjar Is Still Unstable, and Implementation of the Sinjar Agreement Is the Only Solution for the Return of IDPs
Dr. Ali Tatar, the Governor of Duhok, announced in a press conference on Tuesday, October 21, 2025, that the situation in Sinjar remains insecure, and many internally displaced persons (IDPs) from the Sinjar district are still residing in camps in Duhok governorate due to the lack of services and the continued presence of illegal militias in the area.
He stated that these factors prevent the people from feeling safe and confident enough to return to their original homes, as the situation in their areas is not yet stable.
Regarding the Sinjar Agreement, the Governor clarified:
“The Sinjar Agreement between Erbil and Baghdad has not yet been fully implemented to stabilize the region. As long as the agreement remains unimplemented, it will be impossible for most IDPs in Duhok to return to their rightful homes.”
He also emphasized that unless IDPs willingly and voluntarily choose to return, they will continue to remain in the camps, and efforts to support them will continue.
The IDPs from Sinjar have been living in difficult conditions for many years, residing in 14 camps within the borders of Duhok governorate and the autonomous administration of Zakho.
